What is with the random displacement of characters? - 05-22-2008

What is with the random displacement of characters on the selection screen. Every time I open a server my characters are rearranged and some are shifted into the secondary list.

Is this a known issue? I'm not seeing anything listed about it.
Is this happening for anyone else?
